Foley was signed by PCLC in 2021 and has appeared in every game in franchise history. Foley contributed 1 goal, 5 assists, 82 loose balls, and 23 caused turnovers during his rookie season.

Foley played collegiately at John’s Hopkins University, where he was part of the team that won the 2018 Big Ten Championship. During his time at Hopkins, Foley scooped 85 ground balls and contributed 41 caused turnovers. In 2018, he was named All-American by the USILA (3rd team) and Inside Lacrosse Magazine (1st team), as well as All Big Ten (2nd team). In 2019, he was named All-American by the USILA (2nd team), Inside Lacrosse (Honorable Mention) and All-Big Ten (2nd team).

Foley represented Team USA at the 2016 World Lacrosse Championships where he won the gold medal and was named to the All-World team.
